In response to the question from Nadya Ahmed:

 

“Can you confirm if you do have the details for the library request as per

the tax year 2016-2017?

the tax year 2015 - 2016?”

 

It should be noted that in April 2016 the public library service for
Nottinghamshire, hitherto managed and run directly by Council staff was
transferred for operational purposes to the newly set up not-for-profit
organisation Inspire.  Therefore not all financial detail is available to
one party.

 

In 2015-16 the retrieval of overdue library stock was pursued by three
separate activities:

 

Notifications by email:  this was done via the Council email server and
was effectively free of charge to the library service.  There is no
available data on the proportion of costs generated by this activity on
the email service itself.

 

Text messages: generated via a third party application.  The cost of this
was a combination of annual support costs for the application and a per
message charge, shard proportionately between Nottinghamshire county
libraries and Nottingham City Libraries.  Exact financla data is not
available to inspire for this year, but an approximate total cost was
£4500

 

Book Collectors:  the council employed three part-time staff to chase up
and retrieve stock from longer-term overdue borrowers.  The full staffing
costs  were £31,000 per year.

It is estimated that this activity led to the retrieval of stock worth
approximately double this amount

 

In 2016-17, following a review of a range of operations, the Stock
Collector activity was ended in March 2016.

The text message application was also terminated and replaced by a
no-direct-cost solution.

Direct costs of overdue retrieval for 2016-17 was therefore £zero
