Costs and Use of Sandwich and Deal fast train services

The request was partially successful.

Dear Kent County Council,

Under the Freedom of Information Act 2000, I would like to learn about the impacts of the KCC subsidy of three morning and two evening Southeastern Railway trains from Sandwich and Deal.

In a previous FOI you stated that for the "first period of operation, from 5 September 2011 to 4 September 2012, the net cost to KCC will be £189,400"

In particular, I would like you to release any information you have received from Southeastern railway regarding the effectiveness of this subsidy - including reports, numbers of ticket sales and emails to your staff from Southeastern Railways about these services.

If you are unable to release this information due to the cost or time limit criteria, please can you tell me what information exists so that I can submit more detailed FOI requests on this issue.

Yours faithfully,

Joe Turner

Kent County Council

Kent County Council

Dear Mr Turner

Thank you for your request for information.

The effectiveness of the High Speed service to Deal and Sandwich has been
measured in two ways.

First, there has been a 30% increase in the total number of rail
passengers using Deal and Sandwich compared with the total number which
used these stations before the High Speed service commenced in September
2011.

Second, the actual number of new passengers to rail is estimated at 40
compared with the actual number using rail before the service change. This
figure takes account of the transfer of passengers to Deal and Sandwich
who previously drove to either Dover Priory or Canterbury West to board
High Speed services.

Kent County Council does not possess any records of actual ticket sales or
reports, and the information above was given to us in the public forum of
the Rail Summit held at County Hall, Maidstone on 25 April 2012
(see: [1]www.Kent.gov.uk/railsummit).

If you are unhappy with this response, and believe KCC has not complied
with legislation, please ask for a review by following our complaints
process; details can be found at this link

on our website. Please quote reference FOI/12/0594.

If you still remain dissatisfied following an internal review, you can
appeal to the Information Commissioner, who oversees compliance with the
Freedom of Information Act 2000. Details of what you need to do, should
you wish to pursue this course of action, are available from the
Information Commissioner s website
