Costs and income for wifi project in Viking Bay

Response to this request is long overdue. By law, under all circumstances, Thanet District Council should have responded by now (details). You can complain by requesting an internal review.

Dear Thanet District Council,

Please provide the following information regarding the Thanet Council wi-fi project covering Broadstairs seafront / Viking Bay which may also go under the name of "beach wifi"or similar:

1. The original business case which clearly shows the anticipated costs (up front and annual/recurring) as well as the projected income. For projected income I would also like to know what assumptions these projections were based on. If the actual costs were then different from the anticipated costs then please make this clear too.

2. The actual income received from users of the service since its launch, broken down into financial years if applicable.

3. Please give details of the approval process for the beach wifi project. Was it signed off by officers, corporate management team or councillors (or a combination) ?

The 10 WiFi points where provided free by BT as part of the upgrade of the
CCTV system completed in 2018. The system has been promoted through signage
£468 and online free.

Public Wi-Fi

Public Wi-Fi has been installed at the three main beach locations of
Ramsgate, Broadstairs and Margate. Thanet has millions of visitors per year
and this Summer has seen the most tourists ever with the hottest summer on
record.

The system was devised to provide a Wi-Fi signal to visitors for a set fee.
The system went live on 09/08/18 and the service provider for the project
was. The fee was set at a fee of £3 for 24 hours of usage.

The main location which should see the most income generation would be
Viking Bay at Broadstairs, due to there being a very poor or no mobile phone
signal dependant on your service provider. On speaking to local residents,
visitors, businesses and partners in this area, in general, positive
feedback has been received regarding the project being sited in this
location.

Signage has been located at Viking Bay and is being installed at other
locations.

The set up costs in relation to the project have been minimal with the cost
of signage being £468.

The system is using the Thanet District Council CCTV fibre optic wifi pods
so any income generated from users will be direct profit.

Consideration is being given to extending the project to areas such as Joss
Bay where there is again a poor mobile phone signal. This location has
numerous visitors and also holds specific events, such as the Wheels and
Fins festival which sees 8000 visitors who stay for 3 days.

I am writing to request an internal review of Thanet District Council's handling of my FOI request 'Costs and income for wifi project in Viking Bay'.

The original reply received did not supply all the information I originally requested. To clarify, I still consider the information below to be outstanding and therefore should be supplied:

1. I specifically asked for the "projected income" figure from the Beach Wi-Fi project as well as the assumptions that this was based on. In your Qtr 3 Budget Monitoring Report to Cabinet dated 14.3.19 there is a reference to a £90k income budget for beach wi-fi not being achievable. Can you confirm if this figure is the actual annual income projection originally made and what assumptions were used to come up with this figure ?

2. You have not answered my Question "3" which was asking about the approval process for this project. Who signed it off ? Was it an officer decision, Corporate Management Team decision or Elected Member decision ?

3. As an additional point, your reply refers to future wi-fi opportunities being at Joss Bay where the Wheels and Fins festival is held and quoted visitor numbers. You will be aware that this festival recently went into liquidation.

I am writing to request an internal review of Thanet District Council's handling of my FOI request 'Costs and income for wifi project in Viking Bay'.

I contacted you on 25th October asking for an official review of my request as your reply did not contain the information I originally requested on 20th September. My communication of 25th October made it clear which information was missing.

It's now over a month since I asked for an official review and I still have not had the courtesy of a response. If I do not hear from you shortly I will refer the case to the ICO.
