Please could you provide me with a breakdown in costings of what you would expect to pay an Independent Fostering Agency for:

A) 12 week PAMS assessment
B) 12 week family accommodation (cost for mother and baby) per week
C) Additional costing of additional child (for 12 weeks) per week
D) Additional cost if father is involved in assessment (12 weeks) per week
E) Supervised contact (cost per hour)
F) Transportation (time and mileage)

the council is required to respond to all requests for information under

Further to your request for information about Costings for mother and baby
placements, I can tell you the following:

A 12 week PAMS assessment These types of assessments are paid for as
spot purchases, made as and when required.
Therefore we are unable to provide any
costings for these types as purchases as
they are not recorded using a separate spot
purchases are not recorded using as these
are not recorded by the councils using a
separate costs

 

In providing a response to this section of
your request the council believes it would
exceed the appropriate limit as specified
in the Freedom of Information and Data
Protection (Appropriate Limit and Fees)
Regulations 2004. For the council, this
limit is currently set at £450. This
represents the estimated cost of one person
spending 18 hours in determining whether
the council holds the information and then
locating, retrieving and extracting the
information. The reason for believing that
the appropriate limit would be exceeded is
because, whilst the council confirms that
information relating top spot purchases is
held, it does not use a separate subjective
code to record payments for these types of
specific assessments and therefore we would
be required to undertake a manual trawl
through each spot purchase invoice to
locate, and extract the information
required into a logical format which would
clearly exceed the appropriate time limit
regulations as described above.

 

Accordingly, s.12 of the Freedom of
Information Act 2000 sets out that where
the council considers that it is likely the
appropriate limit would be exceeded it is
not obliged to provide a response,
consequently we will not be providing a
response to this part of your request.

 

However, please note, if you are able to
refine the scope of your request further,
then  depending on the nature and the
extent of your revised request, the council
may be able to provide the information
further requested, free of charge if, it
estimates that responding to the revised
request would be possible within the
appropriate limit.  It would not be
appropriate to simply ask for your request
to be separated into 2 or more parts as the
FOIA further states that the Council may
aggregate the size of related requests
received within a 60 working day period.

 

 

 
B 12 week family accommodation (cost Placement requests will be made by the
for mother and baby) per week placements team, with the placements
referral sent out using the West Midlands
placements portal.

We would seek to place, in the first
instance, with providers on our West
Midlands Foster Care Framework with whom we
have agreed rates and terms and
conditions. 

These range from £1,000 to £1,625 per week,
and on average £1,312.29

 

 

 
C Additional costing of additional Prices range from £150 to £800 per week,
child (for 12 weeks) per week with an average of £557.96 per week

 

 

 

 
D Additional cost if father is We have no record of ever having placed
involved in assessment (12 weeks) whole families (inc both parents) in foster
