Cost to the public for NWEF (Or NAMF as it was known)

We're waiting for Mr McGrath to read a recent response and update the status.

Dear Northumbria Police,

The Chairperson of the National Wellbeing and Engagement Forum is Lesley-Anne Knowles, the head of HR at Northumbria Police.
1. Can you tell me where the minutes of their meetings are now located, as they are no longer on Northumbria Police FOI website? (In March 2017, the former host of these meetings says Northumbria Police now keep these records on their website)

2. I note from the previous minutes a number of attendees at the meetings in Birmingham are from Northumbria Police, these include Mrs Lesley-Anne Knowles, Ms Dawn Hemsley, Mr Nicholas Wirz, Ms Sue Hadden. Can you tell me how much does the attendance at these meetings cost the public in terms of:
a: Their wages per hour of attendance.
b: Their Travelling costs.
C: Their accommodation costs.
D: Their subsistence costs.
E: The cost to hire the venue.

3. Explain why it is necessary to have three to four members of Northumbria Police present at the same event, increasing the cost to the public?

4. Confirm this event happens four times per annum

Please provide the above information from the date NWEF was formed until 6th June 2019.

Yours faithfully,

Mr McGrath

Provision of information held by Northumbria Police made under the Freedom
of Information Act 2000 (the 'Act')

Thank you for your email dated 6 June 2019 in which you made a request for
access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of
access to information held at the time of a request, by a Public Authority
(including the Police), subject to certain limitations and exemptions.

You asked:

The Chairperson of the National Wellbeing and Engagement Forum is
Lesley-Anne Knowles, the head of HR at Northumbria Police.

1.    Can you tell me where the minutes of their meetings are now located,
as they are no longer on Northumbria Police FOI website? (In March 2017,
the former host of these meetings says Northumbria Police now keep these
records on their website)

2.    I note from the previous minutes a number of attendees at the
meetings in Birmingham are from Northumbria Police, these include Mrs
Lesley-Anne Knowles, Ms Dawn Hemsley, Mr Nicholas Wirz, Ms Sue Hadden. Can
you tell me how much does the attendance at these meetings cost the public
in terms of:

a)    a: Their wages per hour of attendance.

b)    b: Their Travelling costs.

c)    C: Their accommodation costs.

d)    D: Their subsistence costs.

e)    E: The cost to hire the venue.

3.    Explain why it is necessary to have three to four members of
Northumbria Police present at the same event, increasing the cost to the
public?

4.    Confirm this event happens four times per annum

Please provide the above information from the date NWEF was formed until 6
June 2019.

We have now had the opportunity to fully consider your request and I
provide a response for your attention.

Following receipt of your request, searches were conducted within
Northumbria Police.  I can confirm that the information you have requested
is held by Northumbria Police.

I am able to disclose the located information to you as follows.

1.    Northumbria Police have refreshed the design of the external website
and as part of this project the content has also been reviewed with a view
to only make information which is current and up to date available.  There
has not been a meeting of the National Wellbeing & Engagement Forum since
September 2017 and so the documents published in relation to these
meetings were no longer up to date.

However the agendas and minutes of the meetings during the time
Northumbria Police held the position of chair are still available on
request.  The time span being September 2016 – September 2017.

2.

a)    No information held.

b)    £192 per return rail ticket.

c)    £0.

d)    £0.

e)    £0.

3.    The Forum was the only regular national arrangement for professional
colleagues to meet and exchange views and ideas on topical police health
and wellbeing matters so it was important for Northumbria Police staff
engaged in dealing with such matters to attend when available to do so.

4.    Previously the meeting was held 4 times a year.  However, no
meetings have been held since September 2017.

Due to the different methods of recording information across 43 forces, a
specific response from one constabulary should not be seen as an
indication of what information could be supplied (within cost) by another.
Systems used for recording these figures are not generic, nor are the
procedures used locally in capturing the data. For this reason responses
between forces may differ, and should not be used for comparative
purposes.

The information we have supplied to you is likely to contain intellectual
property rights of Northumbria Police. Your use of the information must be
strictly in accordance with the Copyright Designs and Patents Act 1988 (as
amended) or such other applicable legislation. In particular, you must not
re-use this information for any commercial purpose.

You may be interested to know that Northumbria Police routinely publish
information via the Disclosure Log. The aim of the Disclosure Log is to
promote openness and transparency by voluntarily placing information into
the public arena.

The Disclosure Log contains copies of some of the information that has
been disclosed by Northumbria Police in response to requests made under
the Freedom of Information Act 2000.

Whilst it is not possible to publish all responses we will endeavour to
publish those where we feel that the information disclosed is in the wider
public interest.

The Disclosure Log will be updated once responses have been sent to the
requester.

I have provided the relevant link below.

Dear Mr McGrath

The response should now be with you, if you have not received it can you please let me know and we will re-send it.

Due to an increase in the number of requests and staff departures, we have unfortunately become a little behind on requests, though we expect to be back up to date very soon.

Hopefully the response supplied is satisfactory, should you still require a formal internal review, can you please confirm this by reply.

Yours sincerely
