Cost to schools of ICT services provided by the LEA

I am writing to request an internal review of Nottingham City Council's handling of my FOI request 'Cost to schools of ICT services provided by the LEA'.
You have acknowledged that this is a valid freedom of information request and you have a legal obligation to provide the requested information promptly, or by May 3rd at the very latest. However, you have not fulfilled this legal obligation. On May 4th you apologised for the delay but over a week later have neither provided the requested information, nor provided any explanation for the delay.
As you do not appear to be capable of fulfilling your legal obligations, I am forced to request an internal review to discover why this is.

Are you able to break down the £724,111 charge any further (e.g. into charges for individual services)?
Also, can you tell me if individual schools have the option to opt-out of the LEA-provided internet connectivity and ancillary services, and to instead receive the money that would have been spent by the LEA on providing those services in order to directly contract private businesses to provide the services instead?

Dear Mr. Hill,
Thank you for your email below. Apologies for the delay in responding but, I wanted to get you the best information in regards to your follow-up as I could. It has been confirmed to me that to break the figures down into component services per school, I would suggest would take longer than 2.5 days and therefore would be exempt under Section 12 of the Freedom of Information Act 2000.
In regards to your other questions though:
- Schools are able to opt to not use the service.
- Given schools forum agreed to top slice funding to cover the EMBC commitments//charges, the monies are paid centrally prior to being devolved to schools and therefore schools would not receive a refund under this contract. Effectively until October 2012, schools would have to use their local ICT budgets to pay for the connectivity.
