Please can you provide me with information on the costs for the refurbishment of the Market Hall in Whitehaven:

1. What was the total budget for the refurbishment of the Market Hall before work commenced?

2. Was the project manager a council worker and if they were what is or was their salary?

3. If they were not, how many individuals or agencies bid in for the work?

4. How was the project manager chosen and what were their qualifications?

5. What was the project manager's daily rate and how much were they paid between starting work with the Council and when they finished?

6. Between what dates was the project manager employed?

Please can you also provide me with information on other council property department matters:

1. Have any conflicts of interests been declared to the Council's Monitoring Officer in the last five years by individuals employed by the Council directly or on an interim basis who have responsibility for taking on and managing consultants? If so, when were these declarations made, by who and for what reason?

2. Have any investigations been carried out into the type of conflicts of interests described above and if so, when and what did they cover? Please provide a copy of any reports covering these matters.

I can advise that the information requested is as follows:

 

Please can you provide me with information on the costs for the
refurbishment of the Market Hall in Whitehaven:

1. What was the total budget for the refurbishment of the Market Hall
before work commenced? 

In 2014/15 the Council agreed a general refurbishment programme and an
accommodation strategy for all Council buildings.  The total budget
available for the whole programme in 2015/16 was £1.498m and included the
refurbishment of the Market Hall.

2. Was the project manager a council worker and if they were what is or
was their salary?

 

Property and Estates Manager, Salary Grade 11 (SCP 39 -43)

3. If they were not, how many individuals or agencies bid in for the work?

 

N/A

4. How was the project manager chosen and what were their qualifications?

 

See question 2 above.  The Property and Estates Manager has responsibility
for the refurbishment and maintenance of all Council Buildings.

5. What was the project manager's daily rate and how much were they paid
between starting work with the Council and when they finished?

 

See question 2.

6. Between what dates was the project manager employed?

 

The role of Property and Estates Manager is part of the permanent
establishment of the Council.

Please can you also provide me with information on other council property

A friend of mine worked on the market Hall and has told me it was not project managed by the Property and Estates Manager who he knows. It was managed by a consultant so why have council not declared this?
