Cost to parish for by election-Rye

Dear Rother District Council,
A councillor vacancy arose recently on Rye Town Council. As the principal authority involved, RDC was asked by the Town Council to quote the cost to Rye of holding such a by election.
(The NALC Election Costs Note of Jan 2011 states that the principal authority 'can fully recharge all reasonable costs incurred to the local council')
It then breaks down, (p2), the component costs of holding a local election as:
Returning Officer-fee
Clerical support
Premises-hiring of polling stations and count venue
Polling staff
Postage-postal votes
Ballot papers
Polling cards
Labour
Transport eg delivery of ballotpapers
Count-fees to staff
Notices and stationery
I note that it is possible to dispense with polling cards.
I request a quotation for the cost of a local by election for Rye and a breakdown of the cost into the main component parts.

Freedom of Information Request – Cost to parish for by election - Rye

 

I refer to your request under the Freedom of Information Act regarding the
cost of conducting elections.

 

Elections and the registration of electors are governed by the
Representation of the People Act 1983 as amended.  Under Section 8 of the
Act, the council must appoint an officer of the council to be the
registration officer for any constituency or part of a constituency
coterminous with or situated in the council’s area. The Chief Executive is
the appointed Electoral Registration Officer for the registration area of
Rother District Council.  The Chief Executive is also the appointed
Returning Officer.  The appointments as Returning Officer and Electoral
Registration Officer are separate to the appointment as Chief Executive
and the responsibilities and duties are personal.  An example of this is
that the register of electors is deemed to be the property of the
Electoral Registration Officer, not the local authority.

 

The Returning Officer and Electoral Registration Officer do not carry out
the duties on behalf of the local authority but in his own personal
capacity.

As you will see, the Freedom of Information Act does not list any person
appointed under the Representation of the People Act 1983.  This personal
appointment and responsibility for information means that the Electoral
Registration Officer is exempt from a request for information that is made
to the Council.

 

However, although there is no statutory obligation to provide the
information requested; the conduct of an election must be transparent and
I have therefore enclosed the current Scale of Fees charged for elections
within East Sussex for your perusal.  The Scale of Fees has been agreed by
the Chief Executives of the local authorities within East Sussex.

 

You may use our internal complaints procedure if you are dissatisfied.  If
you are still dissatisfied you may appeal to the Information
Commissioner.  Please contact Jo Morris, Customer Services Manager, if you
wish to complain.

 

Please note that the information provided by Rother District Council is
intended for your personal use.  If it is your intention to re-use the
