is not held by the Office of Avon and Somerset Police and Crime
Commissioner, which is a separate organisation to Avon and Somerset
Police.

Answer 3:
The information regarding the funding shortfall is already published on
the PCC’s website therefore there is no obligation for the PCC’s office to
supply the information you have requested.
The exemption applicable to this information is Section 21: Information
reasonably accessible by other means. This is an absolute and class based
exemption and as such does not require a harm and public interest test.
To assist you, the Medium Term Financial Plan (MTFP) states this
information in the January 2018 Police and Crime Board paper, which is
published here (page 20 refers):

Currently there is a circa £4m funding gap for Avon and Somerset
Constabulary after planned savings and after two years (2018/19 and
2019/20) of precept rises of £12 for band D.
