Cost of the Tour de France in North Yorkshire

Dear North Yorkshire County Council,

I have some questions in regards to the Tour de France and its cost to NYCC. This request is being made under the Freedom of Information Act 2000.

1 What Council expenditure was incurred in negotiations, preparations and hospitality prior to the agreement for North Yorkshire to host 2 stages of the Tour de France?

2 What financial guarantees were given to the organising company?

3 What contributions did Harrogate and York councils make to Tour de France either via NYCC or directly to the Tour de France?

4 What changes were made to existing budgetary plans to accommodate the Tour de France expenditure?

5 What processes are in place to calculate additional revenue to NYCC or other financial benefits that can be attributed to the Tour de France?

6 What estimates of were made of financial returns to NYCC from the agreement made with Tour de France?

7 How many man/hrs have NYCC staff expended in planning and preparation for, and support of, the Tour de France?

8 What is the total cost to NYCC of staging the Tour de France?

9 What "Due Diligence" was carried out on the organising company?

Thank you for your request for information.  Please find the response to
your request below.

 

1       What Council expenditure was incurred in negotiations,
preparations and hospitality prior to the agreement for North Yorkshire to

There was no expenditure incurred by the County Council in relation to
these matters

               

2       What financial guarantees were given to the organising company?

 

Please can you confirm what is meant by organising company?

 

3       What contributions did Harrogate and York councils make to Tour de
France       either via NYCC or directly to the Tour de France?

4       What changes were made to existing budgetary plans to accommodate
the   Tour de France expenditure?

 

The County Council budget for the Tour de France was approved by the
Executive on the 20 August 2013. See “Q1 Performance Report” in the

5       What processes are in place to calculate additional revenue to
NYCC or other    financial benefits that can be attributed to the Tour de
France?

 

The Regional Economic Intelligence Unit is preparing a report on the
economic impact of the Tour de France. This will be made available on the
County Council’s website once it has been completed.

 

6       What estimates of were made of financial returns to NYCC from
the agreement made with Tour de France?

 

There are no direct financial returns to NYCC as a result of hosting the
Tour de France.

 

7       How many man/hrs. have NYCC staff expended in planning and
preparation   for, and support of, the Tour de France?

 

Not all Directorates within the Council operate a time recording system. 
As such only partial information is available.  This does not reflect the
total amount of officer time spent.  The data that is available is for
Legal & Democratic Services, who spent  514 hours and 9 minutes to date 
on activities related to the Tour de France.

 

8       What is the total cost to NYCC of staging the Tour de France?

 

As event costs are currently being finalised it is not possible at this
time to confirm the total cost to North Yorkshire.  This information will
be published on the County Council’s website when it becomes available. 

 

9       What "Due Diligence" was carried out on the organising company?
