It was recently notified that the programme to award a contract to a Systems Integrator (SIS) was cancelled. Can you please tell me the total cost of the SIS programme in the financial years 2008/2009 and 2009/2010. These two costs do not need to be shown broken down but should include all programme costs, such as :
- all projects that made up the programme (e.g. Duty Management, Human Resources, Crime and Intelligence, Command and Control, Case Prep and Custody, etc)
- all staffing (e.g. force employees, contractors, consultants, agency staff, whether working full time or part time on the programme)
- all ancillary costs (e.g. travel, accommodation, food, meeting rooms, expenses, bonus's, etc)

I write in connection with your request for information dated June 14,
2010 which was received by this office on June 15, 2010. I note you seek
access to the following information:

It was recently notified that the programme to award a contract to a
Systems Integrator (SIS) was cancelled. Can you please tell me the total
cost of the SIS programme in the financial years 2008/2009 and 2009/2010.
These two costs do not need to be shown broken down but should include all
programme costs, such as :

- all ancillary costs (e.g. travel, accommodation, food, meeting rooms,
expenses, bonus's, etc)

I can confirm that Devon and Cornwall Constabulary holds information
falling within the description specified in your request. However, it is
estimated that to locate, collate and extract the specific information is
likely to take longer than 18 hours.

The time period of 18 hours is considered the `appropriate limit', as per
section 12(1), to the amount of time/money spent on one individual request
under the Freedom of Information and Data Protection (Appropriate Limit
and Fees) Regulations 2004. Therefore, the cost of providing you with the
information is above the amount to which we are legally required to
respond.

In accordance with section 17 (5) of the Freedom of Information Act 2000
this constabulary is not obliged to respond to your request and this
letter acts as a Refusal Notice for your request.

The following explanation as to why your request engages section 12(1) of
the Freedom of Information Act 2000 has been provided to assist you:

To provide the information requested, it would mean a member of staff
having to locate every specified cost relating to the programme, which are
likely to be held in a variety of different budgets. This information
would then need to be extracted from those budgets (if that is possible,
as some costs may be recorded as one total for several different projects)
and collated to produce one total cost. It is estimated that the cost of
locating, collating and extracting this information would exceed the
appropriate limit.

The programme you refer to has not been cancelled, the Force's Change
Programme and the constituent projects continue. The Constabulary did, in
agreement with the Police Authority which maintains oversight of this
programme, decide not to procure from any of the bids that were recently
submitted to it as they did not meet our acceptability criteria, however
the Force plans to continue with the procurement part of the overall
programme later this year to seek bids that more closely meet our
acceptability criteria. The exact nature of this will be dependent upon
the impact of the expected policing budget cuts that have recently been
proposed which will have to be assimilated into our plans.

If you would like to make a new request, which narrows the scope of your
current request, we may be able to comply with that request within the
appropriate limit. Should you wish to discuss how to refine your request,
please contact this Unit and we will be happy to assist.

I apologise that this request has not been responded to within the
statutory timescales as laid out under the Act. The FOI Unit endeavours to
respond to all requests within the appropriate timescales, unfortunately
in a few cases there are slight delays and I do appreciate your
understanding in this matter.

Complaint Rights
You have the right to ask us to review this decision. If you wish us to
review this decision please set out your grounds for review in writing and
send them to the Head of Information Management, Information Management
