Cost of staffing vehicle counting at Recycling Centre.

The request was refused by Derbyshire County Council.

Dear Derbyshire County Council,

Since the Recycling Centre off Harrison Way Darley Dale opened again in May 2020 the numbers of vehicles entering the centre have been counted by two DDC staff standing on the roundabout. What is the cost of this staffing during the period up to the end of July 2020 please?

Yours faithfully,

Jenny Roberts

HR Management Information Team (Commissioning Communities and Policy), Derbyshire County Council

Dear Jenny Roberts

Thank you for your information request dated 02/08/2020. The request has
been considered under the Freedom of Information Act 2000.  The response
to your request is as follows:

Since the Recycling Centre off Harrison Way Darley Dale opened again in
May 2020 the numbers of vehicles entering the centre have been counted by
two DDC staff standing on the roundabout. What is the cost of this
staffing during the period up to the end of July 2020 please?

This FOI falls under the exemption to disclosure under s. 43(2) FOI Act
(Commercial Interests).  Disclosure of the information would, or would be
likely to, prejudice the commercial interests of any person. This includes
the Council or a third party.

Disclosure of the information would prejudice the Council’s ability to
compete to provide goods / services in a competitive market.  I have
considered the public interest test – that the public are entitled to be
assured that the Local Authority are maximising their income to meet with
budgetary demands.  However, this has to be weighed up against the risk of
competitors undercutting the Council and therefore the Council incurring
loss of income.   Therefore, the test has been applied in favour of non-
disclosure.

I hope this now deals with your request for information. However should
you wish the outcome to be reviewed, please follow the procedure as set
out below;

Stage 1:

In the first instance, please send in your comments, and wherever
possible, a copy of your request and the covering letter enclosing the
