Cost of smart motorway speed cameras in West Midlands 'box' (M42/M5/M5)

Response to this request is long overdue. By law, under all circumstances, Highways England Company Limited should have responded by now (details). You can complain by requesting an internal review.

This AIN'T a veiled complaint about speeding enforcement !
I am preparing a report comparing resourcing levels and costs of speeding enforcement for driver protection (e.g on motorways) in the WM area, compared to resources given to vulnerable user protection on ordinary urban roads in the West Midlands. As you're probably aware there is a significant adverse differential between safety stats for pedestrians and other VUs Vs drivers both at the level of international comparisons and esp. WM stats. So....

Can you advise on the cost related to :
- Capital cost for Installation of cameras on the the smart motorways in the WM mway box
- Depreciation p.a. relating to this capital outlay
- Operational and Maintenance costs of the cameras and related systems

I am writing to confirm that we have now completed our search for the
information, which you requested on 25^th January 2019.  Please accept my

1.    Capital cost for Installation of cameras on the smart motorways in
the WM motorway box

The capital cost for HADECS3 (Highways Agency Digital Enforcement and
Compliance System version 3) installed on Smart Motorways in the WM
Motorway Box (sites in West Midlands and Warwickshire police regions) is
made up of:

 a. Infrastructure costs (e.g. construction of bases, installation of
ducts, cabinets, masts and mounting shelves):
Costs vary depending on location and factors such as ground conditions
(for cable laying) and topography. Typical cost is £58,000 per
outstation site
 b. Equipment supply cost (to nearest £1,000)
Cost per live outstation (11 sites): £ 61,000
Cost per live instation (2 police regions, 1 per police region): £
85,000
 c. Equipment installation cost (to nearest £1,000)
Cost per live outstation (11 sites): £ 41,000
Cost per instation (2 police regions, 1 per police region): £ 32,000

2.    Depreciation per annum relating to this capital outlay

Highways England technology is depreciated over a 15 years period at a
constant rate, but the residual value at 13 years is retained (e.g. an
asset of capital cost £15k would have a book value of £2k after 13 years
and would not depreciate any further).

 

3.    Operational and Maintenance costs of the cameras and related systems
Average cost to nearest £1,000:
Per annum per live outstation (11 sites): £ 19,000
Per annum per live instation (2 police regions, 1 per police region): £
16,000
