Dear Ms Cooper
Re: Freedom of Information Act / Environmental Information Regulations
Request ref: LBH/2138413
Thank you for your request for information received on 27 August 2013, in
which you asked for the following information:
Cost Of Sending Bailiffs To 9000+ Homes
My response is as follows:
How much this has cost the council? There is a zero cost to the council
when using bailiffs for the enforcement of Council Tax and Business Rates
and PCN’s.
Which bailiff company the council is using? Council Tax and business Rates
use four companies in respect of Enforcing Council Tax and Business Rate
debts: Equita Ltd, Newlyn PLC, Phoenix Commercial Collections Ltd and
Reventus Ltd. Traffic Management uses JBW/Equita.
What the main reason were? (example council tax arrears) For the
non-payment of Council Tax and Business Rate and unpaid Penalty Charge
Notices (PCN’s) for parking contraventions.
Who is authorising the use of bailiffs? Mr Paul Ellicott, Head of
Revenues, Benefits and Customer Services in the cases of non-payment of
Council Tax and Business Rates. For cases referred regarding unpaid
Penalty Charge Notices, this is part of the process and does not get
authorised individually.

with your request and wish to make a complaint, please contact the
