The lighting columns were replaced via agreement with our County Council.
This Council does not have the costs you request. You would need to
approach Powys County Council.
However I understand that there was  saving in carbon emissions as
indicated in the press release.

Dear Presteigne and Norton Town Council, Powys,

Admirably, Presteigne and Norton Town Council, and Powys County Council
recently replaced the luminaires in 380 street lighting columns in the
area.

1. Please advise the total cost of replacing 4000K luminaires with 2200K
luminaires in 380 street lighting columns?
2. What was the purchase price per 2200K luminaire?
3. Were these purchased from Signify or other manufacturer?
4. Is there an increase in energy consumption compared to the 4000K
luminaires?
