Dear Science and Technology Facilities Council,

According to the 2008 annual accounts[1] of the Science and
Technology Facilities Council:

"During the year 88 staff members left on early retirement or
voluntary early severance terms. The total costs of these early
departures together with redundancy costs associated with 2 other
staff members whose fixed term appointments ended, and any
additional costs arising from an underestimate of continuing annual
payments for those who were granted early retirement prior to 31
March 2007, amounted to £13.1 million."

According to the 2009 annual accounts:

"The Council counts the number of staff in post to include all
permanent, fixed term and temporary staff of all types who are paid
as employees through the payroll... The average number of agency
staff (whole-time equivalents) employed during the year was 17...
During the year 107 staff members left on early retirement or
voluntary early severance terms. The total costs of these early
departures, and the associated non pay restructuring costs,
amounted to £4.8 million."

I am seeking information about the staff members who left on early
retirement or voluntary early severance terms reported in the 2008
or 2009 accounts, who later worked as agency or contract staff for
the Council.

Can you please provide me with a list the redundancy costs of each
staff member who left in those years who was later rehired through
an external contract by the Council, the contracted amount that was
paid for their work, and the department?

Please note, I am not asking for the names or other protected data.

Dear Julian,

Further to your request (set out below) for information about the costs of
rehiring redundant staff, I am able to provide you with the following
information about staff members who left on early retirement or voluntary
early severance terms reported in the 2008 and 2009 annual accounts and
who were later rehired through an external contract by the Council:

I attach document: STFC - Cost of rehiring redundant staff 2007-08 &
2008-09.pdf providing the information you have requested.

By way of further background on the e-Science cases, the contract cost
relating to the redundant E-Science staff relates to software development
that was not expected to be needed beyond March 2008 at the time the
individuals* release was agreed; but that expectation changed following
subsequent resignations of several other software development staff which
impacted on and delayed the completion of key tasks. The contract with
the external supplier was for defined deliverables rather than levels of
effort and did not specify the services of particular individuals; it is
not possible, therefore, to allocate the contract cost between the former
STFC staff.
