Dear Freedom Of Information (Norfolk),

I request an internal review on the grounds that I am not part of "a group" but instead working alongside Mr Anthony Edward Martin on a new book entitled TONY MARTIN: THE TRUTH. Our individual requests are polite, well-constructed and lawful and, as such, demand respect from Norfolk Constabulary.

It is clear, however, from the Constabulary's response that it is seeking to interfere with due process, obfuscate and pervert the course of public justice by impeding lawful investigation into his trial for murder by way of recourse to a "get-out" clause in the Freedom of Information Act 2000 legislation. I challenge the decision of the Constabulary on the basis that it is acting ultra vires in this Matter. It is operating beyond its powers by deliberately refusing to co-operate with lawful requests. Apparently, Norfolk Constabulary has learnt nothing from Hillsborough which advocated honesty, transparency and integrity from constabularies.

PLEASE TAKE NOTICE THAT Mr Martin is in the process of appealing his conviction for manslaughter on the grounds of diminished responsibility. It is his lawful right to appeal that conviction, which we regard as 'unsafe' in any event.

Norfolk Constabulary has no lawful reason to prevent either Mr Martin or myself from obtaining the information which we lawfully seek as part of the process of a lawful Appeal under the Criminal Procedure Rules.

Yours sincerely,

Brian Pead
