I have sent your request to relevant department(s) who have asked for clarification about precisely what information you require.

By 'mandatory training' can we assume that you mean - 'Training that an organisation determines is essential for safe and efficient practice and in order to reduce organisational risks and comply with policies, government guidelines etc.' but we would be grateful if you can be more specific about the types of training you are interested in to enable us to respond to your request.

In general volunteers are treated the same as staff. All will undergo a programme of induction training with the department for which they work. Some of this will be role &/or site specific & will generally be delivered in-house by the 'employing' department. Other 'essential' corporate training is available online with most modules being developed in-house. Our 'Essential' modules include for example:

Introductory materials about the organisation & working for the organisation

Governance, policies & procedures

Data & information management

ICT systems, applications & security

Health, safety & wellbeing

Performance & personal development

'Mandatory' means must be completed successfully with no option of refusal, no matter what the purpose of the course(s). Two possible situations apply.

Situation 1: If the individual is about to become a volunteer with your council, you would state they must complete the mandatory course(s) first. Failure to complete the course(s) or failure to pass the course(s) would result in them not being allowed to serve as a volunteer for your council. It may be that you would give them a chance to take the course(s) again if they fail.

Situation 2: If they are already an active volunteer for your council, you would probably give them a deadline by which time they must complete such course(s) by. Failure to complete the course(s) or failure to pass the course(s) would result in them being terminated as a volunteer once the deadline is reached.

Thank you for your request for information & subsequent clarification.

Specifically for Libraries, there is no mandatory IT training for volunteers who provide basic IT training. IT Buddies are recruited for their skills and experience and if customers require more advanced IT training they are signposted to one on the Adult & Community Learning IT courses that are delivered in libraries.

There is however mandatory training in relation to Information Governance:
• The IG Module is always delivered by the Community Support Officers (CSOs) to new volunteers face to face.
• This is mandatory because volunteers are handling personal data our Library Management System.
• We are not able to issue volunteers with their personal logins until this training has been completed
• CSOs give each volunteer a copy of the ‘IT Acceptable Use Policy’ to take away with them and 2 forms to sign- the ‘IG Statement Volunteer Agreement’ and the ‘declaration form’ at the end of the ‘IT Acceptable Use Policy’.
• We also keep a copy of the ‘Corporate Information Security Policy’ at each library for the volunteers to read.
• Costs involved are staff time and for the paper/ printing.
• Volunteers are also expected to complete an induction which includes basic Health and Safety such as fire exits, etc.

Across wider volunteers, there are no Care Provider volunteers receiving training on any of our mandatory events such as medication, first aid, managing difficult behaviours etc. There are no mandatory volunteer courses within Families First or for Historic Environment Record Officer.

No other areas of the authority have advised of mandatory volunteer courses.

Dear Lee

Our information governance training is categorised as 'essential training' - "No matter what role you are in within the organisation, you should have every opportunity to develop yourself and ensure you are happy, safe and have the right capabilities to do your job…all in line with our Vision, Values and Behaviours".

It is not a statutory requirement. However, the various guidance that supports 'information legislation' recommends training is provided & should there be e.g. an information security breach the regulatory body (Information Commissioners Office) would be likely to want to know whether training had been provided / undertaken.
