Cost of managing asbestos in schools

1. the amount of money spent on asbestos management in schools between 2006 and 2016 (to include the costs of surveys, staff training and work to enclose asbestos within schools)
2. the amount of money spent on asbestos removal from schools between 2006 and 2016
3. the amount of money spent on fines for breaches in the safe management of asbestos in schools between 2006 and 2016
4. funding sought from the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
5. the amount of funding approved by the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
6. the projected budget for future management of asbestos in schools between 2017 and 2027

I understand that under the Act I am entitled to a response within 20 working days of your receipt of this request. Some parts of the request may be easier to answer than others. Should this be the case, I request that you release information as soon as possible.

If my request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the Act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive

Please find below the response to your recent FOI request

 

A reply to this FOI request is not straightforward as it assumes that
asbestos removal in schools is a separate programme.  In Slough this is
not the case.  When a school has been surveyed any high priority items are
dealt with immediately either by the LA or by the school themselves, these
are generally minor items.  Otherwise asbestos remains in place and is
managed until such time as the school decides to bid for funding from the
LA or a larger project is carried out and asbestos removal is carried out
as an incidental element of the development project.  The large majority
of funding spent on asbestos removal will be included within larger
expansion or refurbishment projects.

 

1.     the amount of money spent on asbestos management in schools between
2006 and 2016 (to include the costs of surveys, staff training and work to
enclose asbestos within schools)

a.     It is not possible to accurately estimate this figure for the
reasons given above.  An estimate of spend on surveys by the LA would be
£20K pa. Staff training on asbestos management is arranged and paid for by
the schools themselves for their own staff.  The cost to the LA of
enclosing asbestos within schools is a figure we do not hold.

2.     the amount of money spent on asbestos removal from schools between
2006 and 2016

a.     We are able to identify some projects where asbestos was removed
either as a specific project or part of a larger project but the majority
of expenditure on asbestos removal cannot be separated out from the total
project cost for larger expansion or refurbishment schemes.

b.    We can confirm that £300K was spent but this only includes projects
where the LA can identify a cost, the actual total spend by the LA on
asbestos removal in schools over this 10 year period is likely to be
higher

3.     the amount of money spent on fines for breaches in the safe
management of asbestos in schools between 2006 and 2016

a.     £0

4.     funding sought from the Department of Education and the Education
Funding Authority for the management and removal of asbestos from schools
between 2006 and 2016

a.     £0. The ESFA does not hold funding specifically for asbestos
removal in schools, it has a number of programmes that it manages and
allocates funding to the LA based on a published formulae or via a bidding
process. 

5.     the amount of funding approved by the Department of Education and
the Education Funding Authority for the management and removal of asbestos
from schools between 2006 and 2016

a.     The DfE and ESFA do not provide funding specifically for asbestos
management and removal.  They provide a formula driven capital allocation
to the LA annually and this is allocated to different types of building
related projects some of which may involve asbestos removal, examples of
these projects are: condition, DDA, fire protection and urgent health and
safety items plus asbestos removal in some cases.  Where schools are
successfully approved for a major expansion programme or are rebuilt under
an ESFA programme it is likely that asbestos will be removed as part of
the works.

6.     the projected budget for future management of asbestos in schools
between 2017 and 2027

a.     It is not possible to estimate this cost.
