Cost of managing asbestos in schools

Response to this request is long overdue. By law, under all circumstances, Newport City Council should have responded by now (details). You can complain by requesting an internal review.

Dear Newport City Council,

Under the Freedom of Information Act 2000, please provide me with the following information:
1. the amount of money spent on asbestos management in schools between 2006 and 2016 (to include the costs of surveys, staff training and work to enclose asbestos within schools)
2. the amount of money spent on asbestos removal from schools between 2006 and 2016
3. the amount of money spent on fines for breaches in the safe management of asbestos in schools between 2006 and 2016
4. funding sought from the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
5. the amount of funding approved by the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
6. the projected budget for future management of asbestos in schools between 2017 and 2027

I understand that under the Act I am entitled to a response within 20 working days of your receipt of this request. Some parts of the request may be easier to answer than others. Should this be the case, I request that you release information as soon as possible.

If my request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the Act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive
fees.

I would prefer to receive the information electronically.

Thank you for your recent request for information which I have enclosed
below for ease of reference. Your request has been treated in accordance
with the Freedom of Information Act 2000 and/or the Environmental
Information Regulations 2004.

 

I can confirm that we do hold information that falls within the scope of
your request, however, due to the way in which the data is held across the
estate this will require a significant amount of officer time to compile
the data requested.  Therefore under Section 12 of the Freedom of
Information Act it states that a public authority is not obliged to comply
with a request for information if the authority estimates that the cost of
complying with the request would exceed the appropriate limit of either 18
hours and/or £450.

 

I hope this provides the information you were looking for; if there is any
further information that we can provide, please submit a further request.

Thank you for responding within the timescale. I am most definitely not satisfied by it.
Firstly, you may be interested to know that the majority of authorities that I have approached with this request have been able to respond to these question within the time constraints of the act. I hope that your inability to produce this information is not symbolic of your authorities ability to manage asbestos safely in schools.
Secondly, can you confirm that you are claiming to be unable to produce information in response to any of the questions that I have submitted? Whilst I appreciate that questions 1 and 2 may take some time to gather I cannot believe that there is a significant time pressure linked to producing answers to questions 3, 4, 5 and 6. I have pasted these below for your information. I would request that you inform me of your capacity to respond to these questions before requiring me to submit a complaint.
