Cost of managing asbestos in schools

Dear Trafford Metropolitan Borough Council,

Under the Freedom of Information Act 2000, please provide me with the following information:
1. the amount of money spent on asbestos management in schools between 2006 and 2016 (to include the costs of surveys, staff training and work to enclose asbestos within schools)
2. the amount of money spent on asbestos removal from schools between 2006 and 2016
3. the amount of money spent on fines for breaches in the safe management of asbestos in schools between 2006 and 2016
4. funding sought from the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
5. the amount of funding approved by the Department of Education and the Education Funding Authority for the management and removal of asbestos from schools between 2006 and 2016
6. the projected budget for future management of asbestos in schools between 2017 and 2027

I understand that under the Act I am entitled to a response within 20 working days of your receipt of this request. Some parts of the request may be easier to answer than others. Should this be the case, I request that you release information as soon as possible.

If my request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the Act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive
fees.

I write further to your FOI request below. Please accept my apologies for
the delay in responding:

 

1. The Council does not hold the information as requested in an accessible
format. The Council does not have a single budget for asbestos management
and the scope of information requested would cover both revenue and
capital funded activity, and also activity potentially commissioned by
schools directly as asbestos management is delegated to the duty holder at
the school. We have estimated that to provide the information requested
would take over 18 hours and so would exceed the cost limit for FOI
requests. You could narrow your request to cover the amount spent by
schools to purchase Asbestos Management advice from the Council.

 

2. The Council does not hold the information as requested in an accessible
format. Asbestos removal can be a  part of a larger maintenance or
remodelling scheme and as such a sum is allowed to cover it. The Council
would have to look at the final accounts of each scheme that has been
funded in order to ascertain whether asbestos removal was part of the
scheme and the actual cost. This is both an onerous a task and will not
capture all community schools as often schools commission their own
smaller maintenance or remodelling jobs. We have estimated that to provide
the information requested would take over 18 hours and so would exceed the
cost limit for FOI requests. You could narrow your request to schemes
commissioned by the Council that only related to asbestos removal.

 

3. We are not aware of any fines or breaches.

 

4. Trafford Council has not sought funds from the DoE or the EFA for the
management or removal of asbestos.

6. We cannot give a projected budget for future management of asbestos as
this is a matter for each individual schools. To obtain this information
each school would have to be contacted individually.
