Dear Essex County Council,

Under the Freedom of Information Act 2000, I request information on the costs to Essex County Council of investigating and re-training John Knapman following complaint regarding the councillor, from an Essex resident. This complaint was, I understand, officially recognised by the council on March 25 2011.

I also request copies of any documentation that was sent to the Standards Board in the course of that 12 month investigation.

Please, in the process of responding to my request, answer these specific questions wherever possible:

1) What training did John Knapman undergo in 2012, following the 12 month investigation, and how much did that training cost?

2) How much money did Essex County Council spend on the investigation into the complaint against John Knapman, from 25 March 2011 to the conclusion of the investigation?

3) In addition to the headline figure, I request, if possible within scope of the FOI Act, a break-down of the costs of investigation, including, if encompassed: solicitors’ fees, monitoring officers' fees, any fees paid to Norfolk local authority or any other local authority that assisted you in that investigation, as well as your own in-house costs.

4) I request to know what documents, if any, were sent to the Standards board during the course of the 12 month investigation.

If the documents are in any way prohibited from disclosure under the FOI Act, then please revert to summarising the nature of the information that was sent to the Standards Board as far as possible. Along with who authored it, and their position. I would also like to know whether anything authored by the complainant themselves was sent to the Standards Board.
