I am writing to respond to your freedom of information request which we
received on the 9th May 2013. This request has been handled under the
Freedom of Information Act 2000.

Your request and our response in blue is detailed below.

Please provide details of the fees paid to the independent person(s)used
as the chair (or similar position) of standards committee investigations
into council members.

Please provide the costs/fees paid alongside the number of investigations
for the last five financial years 2012/13, 2011/12, 2010/11, 2009/10,
2008/2009.
the number of standards complaints for the last 5 years is:

2008/9 12
2009/10 16
2010/11 20
2011/12 10
2012/13 17
Prior to July 2012 the Council's Standards Committee was required to be
chaired by an Independent Co-Opted Member, who received an annual special
responsibility allowance for doing so. From July 2012 local authorities
are required to appoint independent persons to advise the Monitoring
Officer/Standards Committee rather than sitting on the committee as a
co-opted member. The independent persons receive payment for the work they
do rather than an annual allowance.

The role of the independent persons is to assist in helping the Council to
maintain high standards of Member conduct. They are someone at arm’s
length from the Council who, in the event of an allegation of breach of
the Council’s Code of Conduct, will be available to be consulted by both
the Monitoring officer, and the Member who is the subject of the
allegation, before a decision is made by the Monitoring Officer on an
allegation.

The independent persons receive £35 per hour worked
If you are unhappy with any aspect of this response, an independent senior
