cost of hiring David Swallow
Dear Wirral Borough Council,
I would like to know the total cost incurred to Wirral Borough Council of hiring David Swallow to write a report for Wirral Council Standards Committee Initial Assessment Panel in 2010 as a result of a complaint by two members of the public about a councillor.
I would also like to know (if available) the billable rate (if an hourly rate was used) and how many hours were spent.
Included I would also like to know if this amount included VAT, if so at what rate. Also how much VAT and whether this input VAT was claimed back (or offset against output VAT) as part of Wirral Council's quarterly VAT return.

Wirral Council state they tried to reply to this FOI request but it bounced back (twice) from the email address used.
They did however send it to an alternative email address instead.
