I am writing in response to your Freedom of Information request received

Your request has now been considered under the terms of the Freedom of

This information request relates to planning and the environment and as
such must be processed under the Environmental Information Regulations
(EIR) 2004 (Reg. 2). I can confirm that we hold this information, and with
one exception, it is provided below.
By way of context the council has a statutory requirement to produce a
Local Plan. The Regulation 18 draft Local Plan is the culmination of five
years of technical work, evidence gathering and a series of engagement
events with residents and other stakeholders. This is the first
opportunity for our residents to see the plan in full and we are committed
to ensuring that every resident has an opportunity to have their say.
We have taken on external consultation and planning experts who have been
working closely with our own planning and communications professionals.
Our combined objective has been to ensure that we are using the full suite
of new tools at our disposal to provide the most inclusive consultation
and well-considered period of engagement possible. The website that
provides the summary of the Local Plan was produced by Atkins. The videos
were produced by Rob Finlay, a local producer/director.
While the engagement process remains ongoing the cost of these services
has been deemed exempt from disclosure under Regulation 12(5)(e) of the
EIR Regulations 2004. The contractor engaged by the council has a
reasonable expectation that its commercial information provided to the
council confidentially is protected by law from disclosure to the public
at large. Publication of pricing could put it at a disadvantage when
negotiating potential contracts with other planning authorities. Also,
the council is entitled to protect its own economic interests in
negotiating reasonable prices without disclosing their details to
potential competing contractors which could risk an inflated starting
offer sequence in future negotiations for this type of service. At this
time the public interest in disclosing the information is outweighed by
the strong public interest in ensuring that the council’s ability to
secure value for money is not undermined.
However, we can confirm that the budget for these materials is part of an
agreement Local Development Scheme budget for consultation, approved by
the Council’s Executive in July 2017 (link) and is primarily funded
from Government grant and other income direct to the Planning Service.
