Cost of doubling capacity of Midland Main Line

Dear Department for Transport,

On the 5th February 2018 Chris Grayling told the House of Commons that
"We are also transforming the East Midlands franchise in the coming years with the biggest investment in the Midland Mainline since it was completed in 1870.
....
Once complete, there will be almost twice as many seats into London St Pancras in the peak compared to today."

Please provide a breakdown of the main areas of work or other measures that will achieve this increase in seats; the costs involved for each; and the contribution that each makes to increasing capacity.
