Cost of care for children in Kent

Kent County Council’s budget for care in financial year 2014-15 is shown
in the following table. However please note that KCC has no responsibility
for costs of private fostering arrangements.

I'm wondering if this is per child, it's not helpful that this is not explained, as it's impossible for it to be otherwise.
Foster carers receive an average of £400 per week, tax free per child, double that if the child has a disability or needs special care, which puts this annual budget as kcc having facilitated only 2 children in to care throughout the dates shown. I know that is not the case.
