Dear City of Glasgow College,

I write under the provisions of FOISA and request the following information in electronic format:

1. Please advise the total cost of the capital revenue infrastructure investment of capitalised items that form threshold space formed part of architects overall design response to give an indication of the curriculum area of Tourism's identity as shown in your data sheet
at :https://www.whatdotheyknow.com/request/t... (I believe you will have this as recorded information, being the procurement authority, you will have had sight of or must hold documentation either held by yourselves or held by any third party Hub Co that forms part of the project co terms and conditions on your behalf in order for the college the procurement authority to approve the purchases). Should you not hold this information it is my understanding that there is a caveat whereby you can request this information from any third party of the Hub Co that forms part of the project co terms that forms part of the project co terms and conditions."

Although the items in question were not individually specified and procured by the College, you the College are the Procurement Authority and therefore must have authorised the original procurement and given authority to the Hub Co. that formed part if the project co terms and conditions.

2. Please advise provide documentation of the steps taken to ensure that there is no resulting reduction in the public’s rights to access information through requests and proactive publication, by outsourcing to a wholly-owned company. As you the procurement authority must ensure public access to information relating to the functions which have been outsourced (particularly information about performance and finances). Please provide a copy of these provisions of any contract in place with regard to this particular request”

Please now provide a full and frank disclosure of the information I have requested within the statutory 20 day timescale.

I am writing to request an internal review of City of Glasgow College's handling of my FOI request 'Cost Breakdown of Capital Items'.

I am displeased with your response, you state this item formed part of GLQ’s overall design response to a very detailed project brief for the new campus. Therefore as the procurement authority you are responsible for the “very detailed project brief for the new campus” as the project brief was clearly given to the Project Co which may be made up of more than just GLQ.

I believe that you have misled myself, in stating that “Therefore it may be that
Glasgow Learning Quarter (GLQ) holds this information.”

Therefore anyentity involved in this project must have procured and has record information relating aesthetic purchases that are now part of the threshold space.
