Dear Kent County Council,

As a publicly-funded body, Kent County Council (KCC) is expected to exercise sound judgement in its decision-making processes and be willing to justify those decisions, especially where large sums of public money are involved.

The St Clements Way Improvement Scheme (https://www.kent.gov.uk/roads-and-travel...) is a £6.9m scheme to widen a ~200m stretch of St Clements Way, between the junctions of the London Road and Crossways Boulevard, with the objectives being:

- to reduce traffic congestion
- to improve overall journey time reliability
- to improve existing bus journey times and assist the planned expansion of the Fastrack bus service
- to provide additional capacity for the junction to cater for increased traffic volumes.

The scheme lacks the support of local residents and KCC councillors, and given the scale of investment, it is appropriate that KCC provides details of the cost benefits analysis for the investment.

Given the above objectives, please confirm:

Reduction of Traffic Congestion
- the degree by which traffic congestion is expected to reduce.
- the manner in which the baseline levels of traffic congestion have been assessed.
- the manner in which the reduction of traffic levels will be assessed.
- how KCC will establish that this objective has been met and in what timeframe.

Improvements in Journey Time Reliability
- how journey time reliability is expected to improve.
- the manner in which the baseline levels of journey time reliability has been established.
- the manner in which the improvements in journey time reliability will be assessed.
- how KCC will establish that this objective has been met and in what timeframe.

Improvement of Bus Journey Time
- how bus journey times are expected to improve.
- the manner in which the baseline levels of bus journey times have been established.
- the manner in which the improvements in bus journey times will be assessed.
- how KCC will establish that this objective has been met and in what timeframe.

Junction Capacity Improvements
- how junction capacity is expected to improve.
- the manner in which the baseline levels of junction capacity has been established.
- the manner in which the improvements in junction capacity will be assessed.
- how KCC will establish that this objective has been met and in what timeframe.

It would also be beneficial to be able to assess the cost benefits of this scheme in the scope of other spending commitments which KCC has. Please therefore provide details of any spending reductions across any cost centres, e.g. education, social care, Kent Fire and Rescue Service, etc.
