Dear Leicester City Council,

1. **Total Cost and Budget Allocation:** Please provide the total operational cost of the Integrated Crisis Response Service for the last 12 months, compared to the budgeted amount for the same period.

2. **Number of Home Visits:** The total number of visits to people's homes completed by the service's care staff in the last 12 months.

3. **Average Visit Duration:** The average length of time spent per visit by the service care staff.

4. **Cost Breakdown per Hour of Care:** A breakdown of the cost per hour for the care provided, referred to as the unit cost of service.

5. **Cost Breakdown by Job Role:** Detailed information on the cost per job role within the service for the last 12 months, compared to the basic wage for each level. This should include all types of employment statuses (full-time, part-time, contractual).

6. **Average Visits and Care Staff Utilisation:** Information on the average number of visits undertaken for care by each staff member per day, along with a utilisation percentage of care staff hours (i.e., the proportion of time spent providing care versus total working hours).

I understand that under the Act, I should be entitled to a response within 20 working days of your receipt of this letter. If my request exceeds the cost of compliance limits identified in Section 12 of the FOI Act, please provide advice on how I might refine my request.

I am writing to request an internal review of Leicester City Council's handling of my FOI request 'Cost and utlisation of Crisis Team'.

Upon review of the response provided, it has come to my attention that there is a significant lack of clarity, particularly in relation to the reporting of hours, which raises concerns given the nature of a publicly funded service. It was previously indicated that there is considerable expenditure on staff remuneration and that a system is in place for monitoring visits (as per previous FOIA). However, the details provided have not satisfactorily addressed these points.

For the purpose of maintaining public trust and ensuring fiscal responsibility, it is imperative that a comprehensive and transparent breakdown of costs and the hours of care delivered is provided. Without such transparency, there is a growing concern amongst stakeholders that the service may be operating without sufficient oversight, potentially leading to indiscriminate expenditure or abuse. This perception, if unchecked, could undermine faith in the information disseminated by the service and suggest a lack of accountability in its financial management.

Your prompt attention to clarifying these matters, with a detailed exposition of the requested information, would be most valuable in addressing these concerns.
