Cost and purpose of the Westbere Railway Crossing Modification

Dear Kent County Council,

Please supply details in response to the following FOI request. I previously submitted the request to Canterbury City Council and was told they did not have the information, and that I was to contact KCC.

In Westbere there is one place where a public footpath crosses the railway. In the last 2 years it was modified in a manner which increased the length and was highly fenced off. With regards to this please answer the following specific questions:

1. State the reasons why this work was needed.
2. What public consultation was undertaken to inform this need.
3. A breakdown of expenditure of the works to date, including details of all parties contracted.
4. What future expenditure is foreseen for this project.
5. What is the annual maintenance cost.
6. What was the annual maintenance cost of the old crossing (prior to modification).

Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000, relating to the diversion of Public Footpath
CB92. I am pleased to provide the response below:

 

1.    State the reasons why this work was needed.

The County Council received an application from Network Rail to divert
Public Footpath CB92 at Westbere to provide a safer crossing point. The
application was made under the provisions of the Highways Act 1990 section
119A in the interests of the safety of members of the public using the
crossing. The work was required to provide the new crossing point and
access to it, following the successful confirmation of the order to divert
the crossing.

 

2.    What public consultation was undertaken to inform this need.

Kent County Council consulted in line with the requirements set out in
schedule 6 of the Highways Act 1980, details of which may be found here:

Consultation included statutory undertakers, user groups and landowners as
well as publication of notices in the local press and on site. The County
Council cannot provide information about any consultation that Network
Rail may have undertaken prior to submitting its application as this
information is not held.
