It seems possible that documents covered by this request may have not been supplied:

Firstly under the heading South Wye Transport Package, in https://www.whatdotheyknow.com/request/4... , the author writes, “Sections of the final business case being sent to DfT when finished so that DfT can assess when received”

If the documents (sections of the final business case) have been prepared and submitted to DfT, I think they should be supplied to me under this FoI.

Secondly, you have provided two “Quarterly Monitoring Templates” which are blank, the first of these is at

I would have expected to see a completed submission rather than just copies of the blank template.

Please see attached copy of the completed Quarterly Monitoring form. Please accept my apologies that this was not included within your original response. Please note that some information is considered to be the personal data of individuals, release of which is considered would be a breach of the first principle of the Data Protection Act 1998 in that it would not be the reasonable expectation of the individuals concerned for their data to be released in this way, and hence it would not be fair processing. This information is therefore exempt under Section 40(2) of the Freedom of Information Act 2000 as it consists of personal data. Please take this letter as a refusal under Section 17 of the Freedom of Information Act 2000 for this data.

In relation to your first point. I can confirm that the business case has not yet been completed.
