Thank you for your request for information relating to correspondence
about King Edward VII School, which we received on 27 January 2023:

Please find Sheffield City Council’s response to your request set out
below:

 

We hold thousands of emails relating to this school within the Education
and Skills service and across the council. A local authority’s dealings
with a school spans an alphabet of activities from admissions, building
safety, budget, complaints, swimming lessons, school meals, and more. Your
requests would significantly impact upon the core duties of several staff.

We are therefore exempting the information you have requested from
disclosure under section 12 of the Freedom of Information Act 2000 on the
grounds that cost of compliance would exceed the appropriate limit. The
cost limit (18 hours or £450) is specified in the [1]Freedom of
Information and Data Protection (Appropriate Limit and Fees) Regulations
2004 (SI 2004 No. 3244). Although your requests were submitted separately,
regulation 5 of the Regulations provides that, where the requests were
made by one person (reg 5(1)(1)) and where the requests relate, to any
extent, to the same or similar information (reg 5(2)(a)), we are entitled
to aggregate the costs of complying with the requests.

 

In this case, to collate the requested information, from one mailbox
alone, there are 842 emails. If only 2 minutes were spent per email
retrieving and extracting the information, that would take 28 hours alone.

 

The Information Commissioner’s Office says: The Act recognises that
freedom of information requests are not the only demand on the resources
of a public authority. They should not be allowed to cause a drain on your
time, energy and finances to the extent that they negatively affect your
normal public functions.
