Dear Gambling Commission,

I'm seeking copies of correspondence between the Gambling Commission and Gamstop, the multi-operator self-exclusion scheme, dating from 1 January 2019.

Please provide any correspondence, particularly with regard to the extent to which the Commission is satisfied with Gamstop's efficacy and approval for its use to be a condition of holding a UK gambling licence.

If segments of the correspondence that pertain to individual companies contain information that is commercially sensitive, please provide redacted versions of the correspondence.

Thank you for your request which has been processed under the Freedom of
Information Act 2000 (FOIA).

 

Your request was for the following information:

 

‘Copies of correspondence between the Gambling Commission and Gamstop, the
multi-operator self-exclusion scheme, dating from 1 January 2019.

 

Please provide any correspondence, particularly with regard to the extent
to which the Commission is satisfied with Gamstop's efficacy and approval
for its use to be a condition of holding a UK gambling licence’.

 

Please find attached copies of the correspondence between the Chair of the
Commission and the Chair of Gamstop in relation to the licence condition
recommendation.

 

The Commission considers that It would be disproportionate for us to
publicly disclose information which relates to the personal information of
staff at either organisation unless there is a strong public interest in
doing so.  The individuals in question have a legitimate expectation that
their personal details will not be disclosed unnecessarily and, on
balance, there is no legitimate public interest in disclosing their
information and it would not be fair to do so.  Therefore some information
is exempt under section 40(2) of the Freedom of Information Act 2000.

 

The Commission also considers that some of the information requested is
exempt under S36(2)(b)(i) and (ii) Prejudice to the effective conduct of
public affairs. As discussions with regard to the licence condition
recommendation are currently ongoing, to disclose this information at this
time could inhibit the free and frank provision of advice and exchange of
views. In this instance, it is the opinion of the qualified person that
this exemption is engaged. The reasons relating to this decision are
further explained in the attached document.

 

 

Review of the decision
