 I refer to your email of 16 January 2018 requesting information under the
Freedom of Information Act 2000 (FOIA) regarding correspondence between
the FA, Premier League and Brent Council from 1 January 2017 to 16 January
2018.

Specifically your request stated:

"Please can you provide me with a copy of all correspondence between
Football Association Premier League Limited and Brent Council for the
calendar year of 2017 to date of this FOI request (16/01/2018)? This
includes (but not exclusively) letters, meeting minutes, emails &
memorandums."

There is no such organisation as the Football Association Premier League
Limited. I presume you mean the Football Association and the Premier
League Limited, which are two completely separate legal entities.

Public Bodies such as Brent Council are required to provide such
information providing they are not exempt under the FOIA and that it will
take no more than 18 hours to locate the correspondence and redact
commercially sensitive or security information as appropriate. To meet
your request would necessitate checking the inboxes of several officers in
different Departments and sifting through a large number of emails,
minutes, letters and other correspondence. This will take considerably
more than 18 hours. Therefore we decline your request under section 12 of
the FOIA because compliance would exceed the appropriate cost limit. 

I trust that this information is sufficient for your purposes. If you are
not satisfied with this response or you wish to complain about any aspect
of the handling of your request, then you should contact me in the first
instance. If informal resolution is not possible and you are still
dissatisfied then you may take your complaint to the Information
Commissioner under the provisions of Section 50 of the Freedom of

Dear Brent Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Brent Borough Council's handling of my FOI request 'Correspondence with Football Association Premier League Limited'.

This website, www.premierleague.com (the “Website”), is operated by the Football Association Premier League Limited, a company registered in England and Wales under company number 02719699 with registered office at 30 Gloucester Place, London, W1U 8PL. Our VAT number is 672 6255 22."

Therefore my request was for correspondence between Brent Borough Council and Football Association Premier League Limited (which is an organisation that exists) and not, as you have mistakenly presumed "the Football Association and the Premier
League Limited".

Using companies house website, I have been able to find the following website:

which again provides proof that Football Association Premier League Limited is a company that exists.

As I have now provided sufficient evidence as to the existence of the organisation that forms the basis of my original FOI request, please can you confirm if within the parameters of my original request, Brent Borough Council still wish to claim s12 of FOIA2000?
