Thanks for the emails, appreciate the effort it took.

Why were the names of the email from and to removed? Both recipients and senders should be public officials or elected representatives. It is only correct that we understand who is being informed and making these decisions to be able to hold them to account.

Please provide recipient names for each email provided.

I can confirm that the emails were redacted under Section 40(2) of the FOIA in accordance with the General Data Protection Regulations (GDPR). The recipents/senders are not elected representatives, therefore the data is withheld under Section 40(2) of the FOIA.

Dear DIO Sec-Parli (MULTIUSER),

Thank you for your swift response. Can you confirm none of the recipients or senders were councillors or the clerk of Ash Parish as you indicate? These would be public officials. Again, happy to note that some of the recipients may not be public officials, but the councillors and clerk should be and should not be exempt.

Further, ICO guidance is clear: senior officials and policy setters should have no expectation of privacy thus falling outside of S.40.

Please confirm position/rank of communicating staff are exclusively junior staff levels, or disclose the name/rank of any senior members.

Please can you clarify your understanding and provide a version with the names of the persons include where they are public officials (all councillors) or hold senior public office.
