Dear Perth and Kinross Council,

Please provide copies of all incoming and outgoing correspondence,
reports and minutes of any meetings which make reference to
elective home education or ‘homeschooling’, dated between 1 April
2015 and 31 October 2015.

That would include correspondence received from and sent to the
Scottish Government, other local authorities, statutory agencies,
third sector organisations including charities, representative
bodies and individuals (suitably redacted).

My request does not include any responses to consultations which
are already available in the public domain.

Request for Information – Home Education

 

I refer to your request for information dated 31 October 2015.

 

The information you requested was:-

That would include correspondence received from and sent to the Scottish
Government, other local authorities, statutory agencies, third sector
organisations including charities, representative bodies and individuals.

 

My request does not include any responses to consultations which are
already available in the public domain.

 

Relative to the above, I am advised that as part of the Perth and Kinross
Child Protection Committee's improvement plan, relevant partners have
developed a framework of management information and performance measures
to assist with the ongoing monitoring and evaluation of the extent to
which services are identifying children and young people who need support
and to use this information to evaluate the effectiveness of our
processes.  This is a multi-agency framework which will be used to monitor
trends across a wider range of services than child protection.  It also
encompasses our responsibilities in relation to equalities.  The
development of this framework includes communication in relation to home
education.  A copy of the full Management Information and Performance
Outcome Framework, which was submitted in its final format to the Child
Protection Committee on 6 October 2015 is attached.

 

Please note, in addition to the above there is regular correspondence
received and despatched to schools and parents regarding individual
children about their home education applications and plans.  However, as
this information is directly about children and young people, it will be
subject to data protection regulations. Can you therefore confirm that
this type of information is not covered by your FOI request.

With regard to your requirement for clarification of part of my FOI request,

this type of information is not covered by your FOI request."

I can confirm that I am not requesting information which relates to individuals' own home education circumstances , only communications between the council and agencies and/or individuals (with personal data redacted) which relate to elective home education in general terms.
