Dear Colchester Borough Council,

Please can you provide me with all correspondence between
Colchester Borough Council and any public or private partner
regarding the proposed cycle path between Wivenhoe and the
University of Essex.

Please include emails sent or received from council officers, as
well as emails sent or received by Borough councillors. I would
also like to see any minutes for meetings about the cycle path.

Please make sure that this search includes any correspondence with
the University of Essex.

The timeframe that I am interested in is from October 2011 to the
end of October 2012.

I am now able to respond to your Freedom of Information request received
on 1st November and logged under reference 121102012684.

I attach copies of the correspondence you have requested.

Councillors maintain their own private records and the Council will only
hold correspondence between councillors and officers. Correspondence
entered into by councillors acting in their capacity as ward councillors
is not subject to disclosure under The Freedom of Information Act 2000
or the Environmental Information Regulations 2004 (For further details
please see ICO Specialist Guide: Information produced or received by
councillors).

In this instance however we hold on record correspondence with officers
from only one councillor who has agreed to its release.

All other documents related to the Planning Application (No 120151)
including the final agreement made with the University under Section 106
of the Town and Country Planning Act 1990 can be found at
