I am interested in obtaining correspondence relating to Audit Commission Act objections received to Newham Council's 2014/15 annual accounts, as audited by PwC.

Please provide correspondence and meeting minutes relating to LOBO loan objections including, but not restricted to, the Newham Chief Accountant, s.151 Officer, Director of Finance, Council Executive, and the following external parties, between 15 February and Friday 11 March 2016.

I am writing to request an internal review of Newham Borough Council's handling of my FOI request 'Correspondence regarding Newham 2014/15 account objections re: LOBO Loans'.

I note that a response to this FOIA request is now 2 weeks overdue, and joins 3 additional requests left unanswered by Newham Council, whose FOIA policy is clearly to defer, delay, frustrate in the hope that requesters will not bother with an internal review and subsequent ICO referral.

Given failure to answer these FOIA requests is clearly part of a deliberate Newham policy and pattern, I will be referring the entire suite of unanswered FOIA requests to the ICO, and will let them determine the appropriate course of action to ensure that Newham Council administration acts in the public interest and the FOI officer observes the appropriate legal guidance timeframes.

Thank you for your email and our apologies that this request has taken longer than expected. We have been required to conduct email searches and consult with third parties. In this case and where there is potential that the request may partially be exempt and the public interest test considered, we are permitted under the Act an additional twenty days, in excess of the initial twenty days, to respond. You should however have been advised of this for which we apologise.

This request has now been escalated to the Information Governance manager for further investigation as an Internal Review and our response will be forwarded to you as soon as it is completed.
