Dear National Audit Office,

I am interested in communications and meeting notes regarding the NAO's co-ordination and oversight role with regard to Audit Commission Act objections to LOBO Loans taken out by local authorities and investigations into the same by external auditors across England.

Please provide:

1) Internal emails and notes regarding the need to seek external legal advice on legality/vires of LOBO loan borrowing by local authorities, between March 2016 - Feb 2017

2) Emails between the following institutions between February 2016 - Feb 2017 regarding the need for legal opinion on LOBO loans, which institutions would provide the opinion, and the extent to which the legal opinion could be shared with third parties:

- KPMG
- Deloitte
- PwC
- EY
- BDO
- Grant Thornton

Thank you for your request for ‘communications and meeting notes regarding
