Dear West Mercia Police,

In relation to the proposed building of a football stadium on Perdiswell Park in Worcester I'd be grateful if you could provide the following:

- all correspondence (internal and external) from/to West Mercia Police about plans for the proposed stadium/the planning application for the stadium and any associated issues;
- details of all meetings/discussions attended by West Mercia Police about plans for the proposed stadium/the planning application for the stadium and any associated issues.

This may include discussions/correspondence about antisocial behaviour, traffic management, parking etc.

Any correspondence/meetings about this are most likely to have involved Worcester City Football Club Supporters' Trust, Worcester City Football Club, Worcester City Council and possibly Worcestershire County Council.

The period for which I request the information is 1st January 2016 to 28th February 2017.

I class correspondence as emails, written letter, meeting minutes/notes and telephone conversations. For telephone conversations, a record of who the call was between, the duration of the call and the subject of the call would be sufficient. In the case of emails please include any attachments. If there are no minutes/notes recorded for a meeting/informal discussion, please include the details which are available (eg: date, people attending and the departments/organisations represented, reason for meeting, agenda, expected/actual duration).

If the information I have requested exceeds the threshold for what is deemed to be 'reasonable assistance' in this matter, please communicate any costings involved in supplying the information requested in its entirety and suggest how my request may be modified to satisfy requirements.

I write in connection with your request for information which was received

REPLY: No specific recorded information held.
However, in order to assist, the Architectural liaison officer for C
Division has advised that they attended several meeting over the last 2/3
years regarding the Worcester City football ground, and the plans to build
it on the land adjacent to the sport centre at Perdiswell.
The meetings were informal and plans were laid out on a table for all the
relevant agencies to make their representations.
 
Part of the Officer`s remit was to look at the design and layout of the
site and look for any potential crime or anti-social behaviour generators.
(all on a site specific basis). The history of the club would also have
been taken into account.
 
Parking and traffic management would be the remit of the County Council
Highways Department.
 
Any records or minutes would have been kept by the Architects or the City
Council planning department and you may wish to contact them directly to
progress any further enquiries in relation to  times and dates of the
meetings, who was in attendance, and any representations that were made
etc.
Every effort has been made to ensure that the response provided is as

Thank you for your response to my request and I apologise for the delay in my reply.

Although "No specific recorded information" is held, are you able to provide any available details you do have of all meetings/discussions attended by West Mercia Police about plans for the proposed stadium/the planning application for the stadium and any associated issues - ie: meeting dates, times and anything else which is known such as venue? Surely these details might be recorded in the diary/calendar of the Architectural liaison officer for C Division?

West Mercia's response to the planning application in 2015 (http://planning.worcester.gov.uk/OcellaW...) was a lengthy objection mentioning "significant concerns"; the latest response (http://planning.worcester.gov.uk/OcellaW...) is just a few lines stating there are now "no objections".

Is it possible that some notes from these meetings which resulted in such a dramatic change in response were made but not formally recorded (on computer)?

Might there be some (not immediately obvious) internal correspondence about how the plans address the original concerns (relating to my request of "all correspondence (internal and external) from/to West Mercia Police about plans for the proposed stadium/the planning application for the stadium and any associated issues")?

FREEDOM OF INFORMATION REQUEST REFERENCE NO: RFI 8315/17. Additional
Enquiry 
 
In relation to your additional enquiry please be advised that the
Architectural liaison officer for C Division has advised that when the
original planning application was submitted they made an objection, and
the content of that objection is on the council web site dated 13:05:2015.
After that the Officer recalls going to two meetings, with the planners,
the applicants, the applicants architects and Highways Department and
those meetings took place at The Old Worcester Library in Forgate Street,
Worcester - This is the building where the planning department are now
based.
 
As previously advised the Officer did not keep notes. Those, that were
recorded, were recorded by the architects as points they would need to
address and did not just relate to any Police concerns but also those of
highways etc.
 
The next date that the Officer made comment was almost two years later
21:03:2017 when objections were removed. The original plans are still
available on the Planning Web site and the original objection correlates
to those plans. It can be seen when viewing the new plan that the concern
has been dealt with in the new design and siting of the building.
 
In order to assist further, please be advised that the Officer would look
at issues that may have an adverse effect on crime and disorder. Traffic
matters would be the remit of the Highways Department at County Hall.

Thank you for your additional response to my request and I must apologise for the delay again in my reply.

Is the officer able to provide the dates of the meetings which were held (surely there must have been some communication inviting him to the meetings)? Is it correct that he did not receive any action notes made by the architects to confirm points which needed addressing or any other communication following on from the meetings?
