Dear Lambeth Borough Council,

This is a revised request for information under the Freedom of Information Act. Please note there are several parts to this request.

1. I would like to request all internal correspondence and communications held by the council that refers to the company 3Fox International (or known as 3Fox or 3Fox Ltd). By correspondence and communications, I define this as including, but not limited to, emails (and their attachments), letters, minutes and notes taken during meetings, briefings and research documents. As for a time frame, 01 January 2017 to the day this request is processed.

I would like to narrow 'correspondence and communications' to the following subject areas: housing, property and regeneration, as well as MIPIM 2017 (MIPIM is a property exhibition that usually takes place in France).

2. I would like to request all correspondence and communications between the council and representatives of the company 3Fox International (or known as 3Fox or 3Fox Ltd). By correspondence and communications, I define this as including, but not limited to, emails (and their attachments), letters, minutes and notes taken during meetings, briefings and research documents. As for a time frame, 01 January 2017 to the day this request is processed.

We have reviewed these elements of your request and from our preliminary
enquiries we have established that one member of staff’s email account has
produced in excess of 250 emails, with knowledge that other members of
staff within other service areas may also have a number of emails that
relate to the information requested.

We therefore consider that to fully comply with the requests made in
questions 1 and 2 would exceed the cost/time limit specified by Section 12
FOIA.

Section 12 (cost of compliance exceeds the appropriate limit)

 

12. — (1) Section 1(1) does not oblige a public authority to comply with a
request for information if the authority estimates that the cost of
complying with the request would exceed the appropriate limit.

 

In this instance, we have decided that the process of determining whether
the information is held will exceed the Appropriate Limit as provided by
The Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

 

The Appropriate Limit applies to costs/time the Council reasonably expects
to use in carrying out the following activities to comply with your
request:

 

o Determine whether the information is held
o Locating the information or documents containing the information
o Retrieving such information or documents
o Extracting the information from the document

 

The Appropriate Limit is currently set at £450 which is the equivalent to
18 hours of work at £25 per hour.   Based upon the current request, we
estimate that the process of determining, locating and retrieving the data
is likely to exceed the Appropriate Limit.

 

Should you wish to redefine or narrow your request by specific events, or
specific topics then please resubmit another request to us and we will
consider if we can respond. 

 

We can however provide documentation held in relation to MIPIM 2017, and
have attached the following:

 

o ‘3Fox Magazine – Issue 1’ – Copy of the Lambeth magazine produced by
3Fox International

ahead of MIPIM 2017
o ‘MIPIM LBL Delegate Briefing Note’
o ‘Speaking Notes - MIPIM Lambeth Breakfast Briefing’
o ‘Speaking Notes - MIPIM Lambeth London Stand Panel’
o ‘Lambeth Investment Event – 6^th July – Event Plan’ – event plan and
briefing circulated to Lambeth Council officers attending the 6^th
July Investment Event (organised by 3Fox International)

 

3. Please indicate, from 01 January 2017 to the day this request is
processed, the number of meetings that have taken place between members of
the council and representatives of the company 3Fox International (or
known as 3Fox or 3Fox Ltd). For each meeting, please provide a list of
attendees (and who each attendee represents), and when and where each
meeting took place.

Please find attached a spreadsheet titled ‘LBL Meetings with 3Fox
International 2017’ detailing the meetings which have taken place between
the council and representatives of 3Fox International; detailing who was
in attendance and where the meeting took place.  There are no minutes
recorded from these meetings.

 

 

In accordance with Section 17 FOIA this correspondence represents a
Partial Refusal Notice for this request.

 

 

Right to Review

 

If you are dissatisfied with the way in which your Freedom of Information
