Please see relevant wording shown below.

account of the fact that the Contracted-Out Deduction is not uprated in
respect of pre 1988 accruals and capped at three per cent for post 1988
accruals.
• The value of the total Contracted-Out Deduction made over the average
number of years a pension is in payment will be established.
• This value will then be used to produce a weekly Contracted-Out Deduction
that is revalued and increased in the same way as the AP. It is this weekly
rate that will be the deduction from the gross AP accrued between 1978 and
1997 at the time of consolidation.
19. This calculation requires making certain assumptions about the future which will
be made by GAD, with consultation, ensuring that the most up to date
information on life expectancy, earnings and prices growth is used. Where these
assumptions are not borne out in practice individuals would get less or more AP,
depending on whether the assumptions were set at too high or too low a level.

C. Thompson

Dear FOI Requests,
FOI2018 15973
Thank you for your reply of the 17 October 2018.
I asked to see copies of correspondence between Treasury and DWP. Can you please send copies of correspondence relevant to my request as you have not sent me copies of any correspondence as requested by me in my original request.
I notice you mention that consolidation of contracted out deductions (COD) was not implemented. Can you give me a date of when it was decided not to consolidate COD and if this was decided by Treasury DWP, or Parliament and let me have a copy of the correspondence mentioning COD consolidation would not be implemented.
Can you please tell me the date of the information you sent me.
Yours sincerely,
C. Thompson

Dear FOI Requests,
I don't understand why you have sent me this last email as I know this has finished and as far as I am aware I am not waiting for a reply. You also sent another email which as far as I was concerned was finished .
All very confusing.
What I am waiting for is a reply to FOI2019/05867 where you replied on the 14 May 2019 to which I replied on 17 May 2019 which you acknowledged on 20 May 2019 which said my email was receiving attention to which I am expecting a reply in the next few of days as you are supposed to reply within 20 working days.
Yours sincerely,
C. Thompson
