Dear BISHOP, Stephen,

Please clarify what is meant by "commercial interests" and explain how it may apply to this freedom of information request.

Yours sincerely,

A Thurstan

BISHOP, Stephen, Department for Education

Dear Mr Thurstan

A full explanation of the s.43 exemption may be found at:

http://webarchive.nationalarchives.gov.u...

I can only give you limited information on its applicability to this request at this stage - because a full explanation would involve disclosing information which might be withheld under this exemption. But the exemption and consequent public interest test have been cited because one of the documents in scope is of a commercial nature.
