Response to this request is long overdue. By law, under all circumstances, West Sussex County Council should have responded by now (details). You can complain by requesting an internal review.

Dear West Sussex County Council,

I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000.

Please send me details including names and dates of any correspondence between Alison Beane, Lynda Butt, Linda Butt, any West Sussex CC employee relating to Littlegreen Boys Special school, Compton between January 2016 and current date. This request is to include the four members of Littlegreen IEB, Patrick Cummings, Nigel Bloodworth, David Gwenlan and Alison Beane.

This request is substantially similar to two requests you have recently submitted. On 24th September 2018 you asked for those two requests to be amalgamated. The Council has agreed, and the combined request is being processed by the Council. The Council is therefore applying an exemption to this new request under Section 14(2) of the Freedom of information Act 2000:

Section 14(2) Where a public authority has previously complied with a request for information which was made by any person, it is not obliged to comply with a subsequent identical or substantially similar request from that person unless a reasonable interval has elapsed between compliance with the previous request and the making of the current request. One week is not a reasonable interval.

Dear Freedom of Information Act,
I am becoming more and more concerned at the delay in responding to letters to West Sussex as well as FOIs to the Department of Education as well as WSCC regarding Alison Beane, the Solent Academies Trust, the RSC and Littlegreen Boys Special school, Compton, West Sussex.
Maria Dawes of the RSC told me that when I wrote to the Department of Education that was in effect writing to the RSC!
When I wrote to Damian Hinds, he replied together with Dominic Herrington of the RSC.

There is no wonder that I am suspicious of what is going on.
I need to have answers to my questions.

I have asked a different question from my previous one and can’t understand why it has been refused.

I am concerned that the reply I have finally received from Mark Jenner, after several reminders, just says that my FOI is still too large to be dealt with.

The previous message I had received re an FOI said my complaint would be investigated but I heard no more, despite more e-mails being sent.

I am concerned that even though I narrowed the request I have been given no further help as to what I can do to get some information regarding Littlegreen Special Boys School.

There are many issues here which are extremely concerning. As far as I am concerned there seems to be a concentrated effort to prevent me from finding the truth about the involvement of Alison Beane, the Chair of the IEB , Patrick Cummings, and the RSC in the Academisation of Littlegreen.

I obviously need to make another formal complaint about how my requests have been dealt with.

Dear Ms Mundy,

You have submitted this request with minor variations on a number of occasions. On each occasion so far it has been responded to explaining that the volume of material you are requesting is so high that the exemption in section 12 of the Freedom of Information Act is being applied. This response has been reviewed at your request and has been upheld. It is not therefore correct to say that the investigation of your complaint has not taken place. The response following the investigation was sent to your private email address on 2nd November at 11.53 and you replied to that email at 14.09 on the same day.

This does not mean that you have not received a response. It means that the response is that there is too much material covered by your request for the Council to comply within the cost levels set by the Government.

As this decision by the Council has been reviewed and upheld, you are entitled, as explained in our responses, to contact the Information Commissioner and ask for the Council’s responses to be investigated.

Alternatively, you may wish to narrow your request further, in which case it might be possible for the Council to comply with the new request. A suggestion might be that you ask for each of the latest emails held by the Council on this subject from each of the people you name. I should clarify that I do not have any knowledge of the situation at the school or the information you are trying to identify. Nor can I guarantee that a request along these lines would reduce the work to be done so that it falls within the cost limitations the Government have set. I am merely attempting to offer some assistance to help you achieve your desired outcome, as required by the Freedom of Information Act.

Hi Dave, I agree this does not require a response, and I don’t believe Mrs
Mundy is seeking one. The email is clearly criticism of WSCC’s handling of
her requests, which have been concluded. I also agree that we should, in
response, remind her of the ICO as an avenue of complaint. She may already
have pursued this route, but we can but be helpful and flag up this as an
option. The alternative would be not to respond, but this may be perceived
as disinterest, when we have in fact spent a not inconsiderable amount of
time handling her requests.
