Further to your request received on 01/02/2023, I confirm that the Council
has now considered your request under the Freedom of Information Act
2000. Specifically, you have requested the following information:
"Under the Freedom of Information Act 2000, please provide me with copies
of the following:
1) Any documents you hold relating to the launch of your Coring Programme
of public highway investigatory works, including the date of the
programme's launch.
2) For the following job posts, please provide any job specifications and
job adverts used for their recruitment, as well as details of when the
posts were created, advertised and filled.

The Senior Engineer and Coring Engineer job descriptions are attached.
The position for Senior Engineer and Coring Engineer were advertised on
5^th March 2015. The interviews took place 3 weeks after the closing
date.
Various meetings took place with relevant parties to introduce the coring
programme.
Due to a recent restructure the Senior Engineer post was merged with
Senior Coordinator post and the new title is Senior Engineer Quality. The
coring engineer post remains unaffected.
If you are dissatisfied with the way the Council has handled your request
under the Freedom of Information Act, you may ask for an internal review.
This should be submitted to us within 40 working days of this response.

I would like to thank you for your response of 2 March 2023 to my FOI request (FOI/6893), however I am not entirely satisfied with your response.
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Croydon Borough Council's handling of my FOI request 'Coring Programme public highway investigatory works'.
Firstly, I believe that your response was delayed, it should have been received by the end of February, and was not received until I prompted you.
Secondly, in my original request, I asked 2 questions, the second of which had two sub-parts.
In response to my second question, you have provided me with job descriptions for the two roles I mentioned, details of the advertisement and interview dates. I am satisfied with these.
However, you have not provided details for when the posts where filled (i.e. when offers were made and accepted).
Nor have you addressed my first question, which asked for details of the programme's launch date (such as the date it was formally approved) and for documents relating to its launch (such as relevant meeting minutes, reports, correspondence, and particularly any document(s) you hold that record its approval), not even to refuse to release the information or say you don't hold it.

Further to your email dated 6 March 2023, in which you requested an
Internal Review of the Council’s response to your request for information,
I have now concluded this review and I am able to reply as follows.
In your request for Internal Review, you asked the Council to reconsider
your request as you believed that you had not been provided with the
information requested.
In your request for information dated 1 February 2023 you requested the
following information:

The Council responded to you on the 2 March 2023 and provided the
following response:

In your request for an Internal Review dated 6 March 2023, you stated the

On receiving your request for an Internal Review, I contacted the Highway
Traffic Manager, who has provided additional information in answer to the
issues raised in your Internal Review.
I have been informed that the posts were filled around mid, 2015. Further
that the original contract was entered into in 2016 (although the Coring
Service commenced in 2015). The management of this was then outsourced to
the Council’s Conway in 2019. I understand that this contact will be
subject to further review this year.
Following a search of the available records that please find attached
copies of documents regarding the implementation of the Coring Programme.
I am given to understand that as a result of organisational restructures,
that some documents do not appear to have been retained, while others that
are held are template and draft documents.
If you are not content with the outcome of the Internal Review, you have
the right to apply directly to the Information Commissioner for a
