Corespondance regarding dropped kerbs permits
Dear West Sussex County Council,
Under the Freedom of Information Act 2000, I would like to enquire the following information around public correspondence against issuing permits to construct a vehicle access to private properties
How many letters/emails/calls did you received from people complaining about lack of parking spaces due to council issuing too many permits to construct a vehicular access to private properties?
Please provide a breakdown per year for the last 10 years.

Thank you for your enquiry, which has been forwarded to the appropriate
officers for a response. The usual timescale for a response is twenty
working days, that is by or on 12 March 2018.
If for any reason the Council needs to extend this timescale you will be
notified in accordance with the relevant legislation.
Please note that in 2012 the County Council adopted a position in
principle that FoI and EIR requests to West Sussex County Council and the
Council's responses may be published on the Council's website in a
suitably anonymised form. This is in addition to the individual response
to the requestor, and in line with the Council's commitment to
transparency and open data.

The answer to this enquiry is long overdue. I have received no information regarding requested matter.
Can this be escalated and the process reviewed? Looks like I am being ignored and the department responsible is not adhering to appropriate legislation.

S12 FOI provides that:
Section 1(1) does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit.
Therefore we are not obliged to provide the information even if you would be prepared to pay for it and decline to do so.
This is because it would still require the Council to use the time of a skilled officer or officers, which would divert them from other work. To give you an idea of the task, the Council records thousands of contacts every year on its Highways database. As I explained previously, it is not possible to automatically extract those which are to do with lack of parking due to the number of permits issued for vehicular access to private properties, so each of these records would have to be examined to see whether they met the description in your request.
