Request for Information
I refer again to your email of 18 May 2021 seeking information in terms of
the Freedom of Information legislation.
Having investigated, my response to your various queries is as follows:-
Q) How many Full Time Employees do you have (excluding employees at
Schools)?
The FTE figure excluding schools is 7536.
Q) Which Enterprise Resource Planning (ERP) or Finance system do you
currently use?
ABS efinancials v5.02
Q) What is the value & expiry date of your current contract/licence? What
are the extension options?
The Contract Value per year is approx. £197,588. It is a Rolling
contract, no end data.
Q) How many Finance system users do you have?
470 current users , 150 concurrent licenses
Q) How many Purchasing system users do you have?
The Council use Pecos as their Corporate Procurement solution. There is
no cost to the Council. The Pecos system is part of a suite of
procurement tools contracted by Scottish Government and available for use
by Scottish Public sector Organisations. NLC currently have 1493 Pecos
Users.
Q) Which Customer Relationship Management (CRM) System do you currently
use?

I regret to advise that the information sought for these parts of your
enquiry is not held and in terms of Section 17 of the Freedom of
Information (Scotland) Act 2002, I must advise you of this. By way of
some explanation, I can advise that this is currently under development
with a live date of November 2021

The Council does not make use of a Supply Chain Management Solution.

iTrent v 10.40
Q) What is the value & expiry date of your current contract/licence? What

The value of the 7 year contract -is £2,005,613.00. The Expiry date is
Dec 2026 and no extension option is included in the contract.

Licenced for 16,600 users

I regret to advise that the information sought for these parts of your
enquiry is not held and in terms of Section 17 of the Freedom of
Information (Scotland) Act 2002, I must advise you of this. By way of
some explanation, I can advise that this is currently under development.
Q) Do you have a Digital Transformation Strategy?
Q) What parts of your Digital Transformation Strategy are you looking to
implement in the next 12-18 months?
The information you seek relative to these parts of your request is
publicly available on the Council’s website. Accordingly, I must advise
that Section 25 of the Freedom of Information (Scotland) Act 2002 provides
an absolute exemption for information that is already accessible. For

Q) Do you have any plans to migrate to a fully integrated, fully cloud
based back-office system in the next two years?
No it is unlikely that the Council will have migrated to a fully cloud
based back-office system by that time.
I can advise that North Lanarkshire Council, having regard to the
provisions of Section 21 of the Freedom of Information (Scotland) Act
2002, has established a procedure whereby any person who has requested
information and is in any way dissatisfied with the decision on that
request, can within forty working days require a review of that decision
by writing to the Head of Legal and Democratic Solutions, Civic Centre,
Windmillhill Street, Motherwell ML1 1AB. Accordingly, if you are
dissatisfied with this decision and seek such review please write to the
Head of Legal and Democratic Solutions.
I would advise, also, that in terms of Section 47 of the Act a person who
is dissatisfied with a notice given by the local authority under Section
21 of the Act - ie. a notice following a review of a decision by a local
authority, or by the failure of a local authority to give such a notice -
may make application to the Scottish Information Commissioner for a
decision as to whether, in any respect specified in that application, the
request for information to which the requirement relates has been dealt
with in accordance with the Act. Such an application must be made within
six months of the review decision and be in writing or in another form
which, by reason of it having some permanency is capable of being used for
subsequent reference. The application must state the name of the
applicant, and provide an address for correspondence. The application must
also specify the request for information to which the requirement for
review relates, the matter which gave rise to the applicant’s
dissatisfaction with the original decision of the local authority and the
matter which gives rise to the applicant’s dissatisfaction with the
decision on review by the local authority or the failure of the local
authority to issue such a decision. The Scottish Information Commissioner
