<<Letter to Mr Dickson re Verbatim Report.DOC>>

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Social Development (Northern Ireland)'s handling of my FOI request 'Copy of the Village Public Inquiry verbatim transcript...'.The recorded information is necessary to confirm what we believe is essential information to our case. The fact that the inquiry was indeed a public inquiry should allow for those directly involved with the inquiry to obtain a copy of the verbatim transcript. The independent inspector pointed out at the start of the inquiry that it would be recorded and indicated clearly that a copy of the verbatim transcript could be made available. The verbatim transcript is important to establish facts and remove misleading information. It will also give clarity and understanding to those who are not residents and would not be aware of the significance of knowing which zone (redevelopment or improvement) each speaker came from or if they lived outside the two zones. The general impression through reports in the press is that the majority of residents wanted to see the redevelopment zone extended to include all of the Urban Renewal Area. We believe the transcript will establish that this view is far from the truth and that the report will confirm that the majority of objectors who wanted to see more redevelopment are not residents within the redevelopment zone and probably not even the improvement zone. Our association believe that we have a right as residents whose homes are directly involved to have this information. We would point out that each speaker had to give their name and address. From this information we as local residents, estimate that altogether 12 residents from the general area spoke at the public inquiry. 4 spoke in favour of 100% redevelopment throughout the Urban Renewal Area and 8 against the redevelopment plan in its present form. One man also spoke for 6 named persons against redevelopment in its present form. If you take the speakers who live in the redevelopment area only, then only 1 spoke in favour of 100% redevelopment throughout the Urban Renewal Area and 8 against redevelopment in its present form. In brief, 12 live in either the improvement or redevelopment area, 9 live in the redevelopment area. Of the 9 speakers from the redevelopment area, 8 spoke against 100% redevelopment in its present form.
There is a need for greater transparency. We sincerely hope that the Department for Social Development will review our request to obtain a verbatim transcript of the public inquiry.
