I am writing to request a copy of the report provided as a result of a Job Evaluation call of contract between PSNI and Beamans Management Consultants as referenced at https://www.beamans.co.uk/clients-case-s....

It is my understanding that this Job Evaluation related to the role of Police Analysts and Higher Police Analysts.

I appreciate that the report may need to be redacted due to the risk of revealing sensitive personal data. This is perfectly acceptable. As a minimum, I would require copies of any Executive Summary, Key Findings and Recommendations.

I write in connection with your request for information dated 6th October
2023 which was received by the Police Service of Northern Ireland (PSNI)
on 6th October 2023.  I note you seek access to the following information:

This request will be dealt with under the terms of the Freedom of
Information Act 2000. A response should be sent to you within 20 working
days. The Freedom of Information team will advise you in writing if there
are any delays in responding to your request and will keep you advised of
progress.  

If your request is unclear and clarification is required the 20 day
legislative time limit dictated by the Freedom of Information Act 2000
will be stopped until we receive clarification of your request. The ICO
guidance at paragraph 40 of the link below sets out that the clock begins
anew the day after the clarification is received. It states:

“If the requester subsequently provides enough detail to enable the
authority to identify and locate the information, then the authority must
respond to the clarified request within a new 20 working day time limit
with the ‘clock’ starting the day after it receives the required
clarification.“

In the event where the cost of complying with the request would exceed the
“appropriate level”, which is fixed at £450, as stated in the Freedom of
Information Regulations 2004, it is the policy of the PSNI to close the

If your request requires either full or partial transference to another
public authority in order to answer your request again, you will be
notified.

I write in response to your email of 31st October 2023.

In your response you have stated

"PSNI Human Resources have requested that you are more specific regarding precisely what you are seeking".

You have not, however, indicated what extra information I might provide that could assist in your search.

My original request asked for

"a copy of the report provided as a result of a Job Evaluation call off contract between PSNI and Beamans Management Consultants as referenced at https://www.beamans.co.uk/clients-case-s....

To aid you in identifying the report, I also stated that this call off contract related to a "Job Evaluation related to the role of Police Analysts and Higher Police Analysts".

I further specified that, due to the nature of the request, it may be necessary to redact the report to eliminate the risk of revealing sensitive personal data. In this event I specified that as a minimum I would require copies of any Executive Summary, Key Findings and Recommendations. Please note that this is "as a minimum" and does not preclude the provision of a more complete copy of the report with the minimum necessary redactions.

The only additional information I can offer is that the report may have been completed anytime between late 2018 and late 2020, but I cannot be specific about this.

Even without this, I reasonably believe that my original request request was both specific and precise enough to have allowed the material to have been identified and released both promptly and within the legislative time limit. The material can be, and should have been, identified by either:

1. The HR Business Partner for Analytical Support, Crime Support Branch, Crime Department
2. The Principal Analyst(s) within Analytical Support, Crime Support Branch, Crime Department
3. The Head of Branch for Crime Support Branch

I therefore do not consider there to have been grounds to stop and reset the legislative clock and look forward to your response within the 20 working days limit from the date of my original request.

Dear Police Service of Northern Ireland,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Police Service of Northern Ireland's handling of my FOI request 'Copy of Report by Beamans Management Consultants'.

This request was previously partly responded to, and partially subject to s.31 exemptions, on the 14th November. Since then, however, PSNI have informed whatdotheyknow.com that the response contained "information that had been in error" and that "they would provide a replacement response". No further response has been received, and the previous response has been removed from the website.

As a result, it would appear that I have therefore not received a valid response to my request and the request is now significantly in breach of the statutory timeframe.
